There are two main reasons why the situation is the way it is in relation to the way Kuwaitis completely disregard environmental issues. First, there is a lack of awareness about the effects and impact that throwing trash on the street and/or beach has on the environment. People are simply not taught to take care of their surroundings, and they have the “it’s not my problem or responsibility” and “I’m too good to properly dispose of my trash” mentality. Second, there are no repercussions for their behavior. If the government were to impose strict monetary penalties for individuals who are caught polluting, and impose similar fines on businesses that have dirty parking lots for example, people might reconsider throwing their trash in places other than a receptacle. It must said however, that these measures are useless if the government and officers of the law do not follow through with holding people accountable for their actions.

Here, here and ameen to that! I think it all boils down to awareness/education and some effort from the 'government'.
Someone needs to start a publicity campaign that would raise awareness of the fact that Islam specifically forbids harming the earth and that we are basically living in filth here.
